so it says law of julianos needs 6 traits to craft, and magnus gift needs 4 traits needed to craft.

I don't understand this, what traits do i need for each one?

You need to know X of any of the available traits on that specific weight (light med heavy) and type (chest, belt, boot, etc.) of armor to craft it with that set bonus. Starting with divines is recommended as that is the most popular trait for PVE.

just total number of traits on an item

so magnus for example is 4 traits, that means for each item you need at least 4 (any) traits researched

for julianos, you would need 6 traits researched

this is a per item requirement, so if you have a medium belt with 3 researched, heavy chest with 5 researched, and light helmet with 8 researched

the medium belt you would not be able to craft in either set
the heavy chest you could craft in magnus, but not julianos
the light helmet you could craft in either set

i have my main house (grand topal hideaway) listed in the housing tours, it has multiple target dummies, scribing altar, and grandmaster stations (in progress being filled out), as well as almost every antiquity furnishing on display to preview them

feel free to stop by and use the facilities

There are 9 possible traits for every piece of equipment, which can be researched at their corresponding stations.

If a set requires you to have for example 6 traits, you have to complete said research for 6 traits for the item you're after, to successfully craft it.

Overland difficulty scaling is desperately needed. 9 years. 6 paid expansions. 24 DLCs. 40 game changing updates including One Tamriel, an overhaul of the game including a permanent CP160 gear cap and ridiculous power creep thereafter. I'm sick and tired of hearing about Cadwell Silver & Gold as a "you think you do but you don't" - tier deflection to any criticism regarding the lack of overland difficulty in the game. I'm bored of dungeons, I'm bored of trials; make a personal difficulty slider for overland. It's not that hard.

so for magus gift it says it drops from the zones in this link https://eso-hub.com/en/sets/magnus-gift

and for law of julianos here https://eso-hub.com/en/sets/law-of-julianos

but I have no clue what exactly drops them, and if i have to be a certain CP level to get them to drop.

really need to get these two sets, do i need a recipe for each peice in a set?

Both sets you mentioned are craftable sets and therefore never drop anywhere in the world.

so how do i craft them if recipe's do not drop for them? I'm confused

i need to know what things can drop the crafting recipe's

you need to learn the number of traits for the item you want to craft (research), and then either visit the set station thats in the overland, or use one thats in a guild hall or player house and you can craft it

the slowest part of the process is researching the traits, getting to like 3 traits still takes a couple days, per item

the "locations" mentioned in those links are where the set stations are located in the overland for a "natural" experience rather than using a station in a player house

i need to know what things can drop the crafting recipe's

You need to find the crafting stations out in the wild. Julianos crafting station can be found in Wrothgar if you have the Orsinium DLC.

Magnus' Gift stations can be found in Greenshade, Rivenspire and Shadowfen.

Perhaps another option is to see if you can find them on traders then add them to your stickerbook. Still wont be able to craft them though until you research the right number of traits on each item.

There is no stickerbook for crafted items.

If you don't know the Traits yet, join a guild, ask for a crafter, ask them nicely if they would make you a couple of sets, send them the materials needed and a tip. They may not need Trait materials, but the Upgrade Tempers are always appreciated.
Enjoy the game, life is what you really want to be worried about.
