Why does it feel that every 2 piece weapons from arena feel so weak on damage than a full sets?

Depends on the weapon and your build. Several of them are actually good: DSA ice staff, Maelstrom destro, Maelstrom greatsword, Maelstrom daggers (I think thats the one I’m thinking of), DSA bow, Maelstrom bow, BRP daggers, maybe Vateshran bow… and that’s just for damage. Not all are great but arena weapons are a staple.

There are plenty of solid weapons to help in PVE and PVP. They are not supposed to be world-beaters, despite the complaints about Masters DW and Vateshran staves in PVP, but are supposed to compliment a build. The VMA 2H is very strong back bar weapon in PVE, as is the VMA inferno and VMA bow. The Vateshran S&B is great for dungeon tanking. But for the most part, arena weapons find more utility in PVP.
