1080p + 1440p dual monitor setup does not work with ESO

I found a thread from like 5 years ago where this is the case too. I recently got a 1440p monitor, but im running it with a 1080p monitor aswell. I cannot figure out a setup where I can run ESO in 1440p on my main monitor, without it just reverting to 1920x1080 if my 1080p monitor is connected. the only way I've been able to run it in 1440p is if I straight up turn the other monitor off, or if I literally disconnect the cables of the other one, then run ESO on the now single 1440p monitor, then plug the other one in, THEN it works fine, but that is way too much of a hassle to do every time.

Is this just going to be a bug forever? or is there some workaround?

    There may be an issue with your current usersettings when it is setting the resolution.

    We suggest deleting two settings files to ensure ESO is at it's default settings. To do so, follow the instructions below:
    1. Open up the Documents folder on your computer.
    2. Open the Elder Scrolls Online folder, then open the Live folder.
    3. Find the ShaderCache and UserSettings files.
    4. Create copies of each file, then delete the originals.
    5. Close everything and start ESO again.

    NOTE: This will reset all in-game settings to their defaults. Please take a moment when you next log in to review the settings for the game.

    I'm successfully running the game on one monitor on a 1440+1440 dual-monitor system and previously on a 1440+1200 system.

    Are you using the game's Settings > Video > Display Mode > "Windowed (Fullscreen)" instead of just "Fullscreen"?

    This works for me with ESO, and in general often resolves issues between games and multi-monitor setups in my experience.

    actually ive swapped from fullscreen to windowed fullscreen to ''fix'' it. I tried setting my main monitor as 1080p and the 1440 one, but even when it said it was on the 2560x1440 resolution it clearly wasnt (verified in obs). I guess this is the only way then?

    As far as I can remember, using windowed fullscreen has always worked for ESO for me, to play at 1440 with that monitor being the Windows Primary monitor, also when the second monitor was 1920x1200. If that doesn't work on your system too I can't think of anything else to fix it.

    In case it helps, these are the relevant lines from my UserSettings.txt:
    SET PreferMaximizedWindow "0"
    SET PreferExclusiveFullscreen "0"
    SET FULLSCREEN_v5 "1"
    SET ACTIVE_DISPLAY "0"
    SET FullscreenHeight "1440"
    SET FullscreenWidth "2560"
    SET WindowedHeight "768"
    SET WindowedWidth "1024"

    I use dual monitors, one 1080 and one 1440. I use the 1440 for ESO and the other usually has discord or a browser up. If I wasn't in a chemo session I'd look at my settings and share them. If I remember correctly I probably modified the settings file to get things just the way I wanted. But, I do know that it wasn't required.
