Why can't the Lamia be civilized?

I'm kind of a fan of Snek Ladies, so it bugs me they're mainly beast type hostile mobs to the player outside of a select few Quest moments, such as the one in Coldharbour.

But the Lamia have massive potential. They're intelligent, sentient beings. They experience Emotions. They can speak and understand Cyrodiilic, they have body jewelry, which means they can craft with sophistication. It would be a fantastic idea to start introducing them as a cooperative Race, such as having one who interacts with a Human Village as a trader between them and her people, or a Lamia estranged from her own so she gets welcomed into an Imperial or Argonian town. You could even make a whole new Outfit Style to finally clothe one, or at least a Costume.

and totally possible for a future chapter in a region that has Lamia like Black Marsh and Hammerfell.

As long as they don't shriek in town, I'd be fine with it. Otherwise they'd be even more annoying than Stuga or the ToT lady.

Their looks evoke that they at least had a civilization of their own, might be in a way of dreug - previous kalpas and stuff.

There are a lot of sentient and moderately intelligent creatures like giants or harpies also, but I don't see them as a major competitor when battle mages and heavy cavalry roam the lands waging war.

The friendly ones you can meet in Coldharbor basically say that they can't be bothered. They're sort of content living in the ruins other races leave behind. Besides, they think the other races are tasty and that might cause conflict.

I’d guess they’re in the same boat as Minotaur, Giants, and Goblin-Kin. They have society and can communicate but are considered to not be on the same level of intelligence by the playable races, who we view from the perspective of.

would be great even having one as a companion that we could create a little backstory of..
