I should have done this before freeing the town, but I now find I cannot be hidden behind the lamp as used to work to keep you from being noticed? Is this one you just have hope you don't get killed by the guard there? Any way to get it?

Honestly I have only a vague idea of what you are talking about. I don't think I've done that quest line.

Position yourself behind the NPC standing at the desk u til you are no longer detected. Keep and eye out for the guard patrolling the area nearby. Then, nab it.

Ah, nvm, looks like the guard was the issue. Standing next to the outside desk before taking it worked. I tried taking the item and the npc detected me.

I'm also wearing all medium armor with the sneak bonus. Might help to have detection-reducing gear aka no heavy armor.
