This CP is supposed to increase your penetration against a target by how many negative effects they have, however it is only giving penetration for the status effects that are applied you by the target. You can test this by equipping the cp, looking at your character sheet, and letting a negative effect be applied to you. You will notice no penetration increase when you apply a negative effect to the target.

    That would be insanely OP if it was any negative effect you apply.

    It doesn't increase your stat sheet penetration values but the combat calculation still includes the penetration for that specific target. It's easy to verify by equipping a Charged weapon and double dot poison, then go bash a 6m dummy until Poison procs. Your damage will increase with 660 more penetration but your character sheet penetration doesn't change.

    And the character sheet pen doesn’t change because it’s not your actual pen full stop that’s changing - it’s your pen against the specific target that changes.

    If you are attacking two targets, and one has a status effect but the other doesn’t, your pen will be higher against the one that has it but unchanged against the one that doesn’t. This makes it cumbersome to figure out its effectiveness without an add-on like Combat Metrics.
