Hemorrhaging never applied minor maim. The chilled status affect applies minor maim. Hemorrhaging applied minor mangle (reduce enemy max health by 10%). Minor mangle is kind of a weird debuff, anyway. Bosses are immune to it and if trash was already below 90% health, it effectively did nothing. Even if you ignore light attack weaving and damage glyphs and all the various upfront damage normally applied, the damage of Ruinous Scythe is applied before hemorrhaging and before minor mangle. So it is not that you reduce enemy health by 10% and then start doing damage. You do damage, often greater than 10% of enemy health, and then minor mangle kicks in.

I meant to say minor mangle. While it is not the best in PvE, it matters in PvP which is my favorite content.
