champion point option not available to apply points to

i think the picture shws it plainly enough. the cursor is over the cp option but the popup menu doesnt come up and i can choose to zoom in to make an option to select from the submenu wher to apply the champion point. i had previosly applied 3 points to it. lower left

compare it to this one and see how the mouse cursor brings up the sub menu and shows which item have points and which dont. 90 points applied
