Can't craft Blackreach Vanguard Battle axe?

I'm trying to complete a master writ and make a Blackreach Vanguard Battle Axe. I know the motif (see screenshot 1), but the crafting UI disagrees (screenshot 2). When I uncheck "quests only" I see the one-handed Axe but no Battle Axe (screenshot 3). Am I missing something here?
