Why are the Provisioning Master Writ drop rates so low?

I have done my crafting dailies on 20 toons per day over the last two weeks and only had one provisioning writ drop. I have received many master writs from the other crafting dailies. So why are the drop rates on provisioning master writs so low (or at least appear to be so low)?

✭✭✭✭✭afaik, the drop rate is connected to the character's knowledge which includes purple recipes for provisioning.

My main character, which knows most of the recipes in the game (other than the 150% war torte recipe), gets a drop rate on provisioning master writs of about 15%, which is very near the maximum of the other crafts (with jewelry being an exception).
My next 5 "main" characters who know most of the recipes (only missing a few purples each, along with the 100%/150% ambrosia and the 100%/150% war torte), get them at 10-12% on average.
