This is a fairly straightforward bug report: neither of these new High Isle crafted sets are currently working in the No-Proc Ravenwatch campaign despite self-evidently not being proc sets.

Order's Wrath is identical to Medusa (which works in Ravenwatch) except that it applies an unnamed Critical Damage buff to the player rather than the named Minor Force. This tiny difference cannot be a reason to prohibit the set since the underlying implementation logic is almost certainly the same for both sets.

And then Serpent's Disdain is basically Elf Bane but for Status Effects (and Elf Bane works in Ravenwatch as well). It modifies the duration of a status effect by a fixed amount ahead of time, so again it seems dubious that there is actually a proc mechanism at play with this set. If Elf Bane works then this set should as well since they are following identical logic.
