But do they actually drop? Or is this just like dlc motifs and ZOS is going to wait months before "releasing" them and letting them drop?

No, they don't drop yet.
Yes, it's probably gonna take another 6 months until we're able to farm/buy them.
Yes, I'm also tired of that practice.

Each set has a class specific visual effect, so ZOS likely doesn't want to make it hard to distinguish/identify classes. It'd be hard to tell what class someone is playing if they can equip a set that makes them glow with a different class' color.

They are litterally available in the outfit style collection for preview. It's just the armour without any effect.

Though most of them are ... rather ugly. Not the sort of fashion I would want to wear

Can they not?! This is only annoying, like what's the point grinding and farming the dlc stuff when they are released at this point. Better wait until everything is released. I want the styles to do Fashion Scrolls Online damn it!

The point is to stretch out thin content to keep players busy or entertained in order to safe time/resources/money rather than spending all three on DLCs or Updates rich of content.
If you chew on a piece of gum and start pulling it between your teeth, it looks long and invokes the illusion of being 'more' gum. Awful practice but quite common with zenimax lately. Lately being used losely here.
i wish they were available already!
however we can save up our Archival Fortunes so when they do release, likely with update 41, we'll be able to buy the styles we want immediately!

I know but it's such a stupid practice, because they are more likely to make people just not doing it instead or only getting frustrated. Like people will still continue to do EA if they release the styles right away. Same as people would still do dlc dungeons if they released the motifs right away. Because people, especially new ones will continue to need gear and styles from them. EA also got the changing merchant. It's just dumb and endlessly frustrating at this point.i wish they were available already!

Except they are likely to only release one style page at a time, like the merchant is already doing, so you have to wait weeks upon weeks and weeks to get them 🙃

if you didn't know yet there's two merchants.
the class sets are sold by Tezurs so i definitely believe Tezurs will sell the outfit styles as well.
it could just be a container with a random style page from a specific class, but definitely Tezurs instead of Ool.
Ool sells different items every week, and the only style pages Ool currently sells are undaunted mask styles.

I'm aware of the other trader, but I don't really trust ZOS any more with these things.
