Nightwood shields in max crafting rewards?

For some reason, I seem to be constantly getting nightwood shields from max level woodwork crafting writ rewards. It's only since the last couple of updates that I remember getting these things.
Is this a bug? They're total junk to me and shouldn't we be getting ruby ash level rewards instead?

✭✭✭✭✭The items around the crafting turn-ins were changed from "stolen" items to be not stolen.
