If I understand it correctly, they want to prevent any one faction from claiming victory in the war to prevent an Emperor from rising in cyrodil and so they can maintain a Tamriel where no central power has influence over all the smaller nations.

That's not anarchist or they would be trying to interfere in smaller nations as well, but it is pretty darn based to want to prevent a central authority from having power over the whole continent.

Their methods may be bad but I can totally get behind the idea of their goal.
Playing your character the way your character should play is all that matters. Play as well as you can but never betray the character. Doing so would make playing an mmoRPG pointless.

That's what the low ranks were told, yeah. It's made pretty clear the leader just wants to be in power himself, which is hardly an improvement.

The Ascendant Proclamation says "We must overthrow the corrupt governments in all of Tamriel's nations", so it doesn't appear to be limited to the most powerful or the alliances.

And Lord Bacaro's journal and dialogue don't contradict the public goals that much. He wants become emperor and claims that right based on ancestry, but what do you think he intended to do with the Ivy Throne once he destroyed the governments of the continent?

I think that it was supposed be something like Valenwood, if I cherry pick a few of its depictions: informal anarchy in harmony with nature and under the rule of one king who keeps that as the status quo.

But apart from that goal being speculative at best, he's super ruthless and the Green might offer a more savage existence than commoners have under Tamriel's mostly hierarchical and belligerent civilisation. As usual, our Hero is plays the Warrior, not the Thief.

Which isn't actually the case. They're being tricked by their higher ups to form their own Emperor with a central power.
