I don't think you are alone. I notice this myself, I may try reinstalling here in a few days if it doesn't clear up. I have a 3080 card and noticed it started stuttering off and on for the last 2-3 weeks. Some days it's fine, others it's really bad. No clue how to fix this at all. I do have some add-ons for the game but I have a feeling it's not them as I'm noticing it's the entire PC doing it. I can be on Chrome or Firefox and notice the issues. My mouse just stutters on the screen entirely and its' only with ESO. CoD, Halo, any other game it's fine.

By chance, do you have Razer keyboard or mouse and on Windows 11 yourself?

Just started last night for me as well. Game never did it before and I play almost everyday. 3090ti 12900k 32gb ram m.2 ssd

Had it happen again last night as I left the Ald Isra wayshrine in Telvanni Peninsula. I had the daily job for delves so I had to go to Camonnruhn, I was pointed north so I turned to the right to go to the delve and stutter was very bad until I got across the bridge. Like I stated I have an older driver that worked perfect until a week ago but now i`m getting stuttering at times. I do have the latency and FPS in the bottom left corner and it shows most of the time 100 on the FPS and 60 on the latency. I start in Deshaan, the most the FPS has dropped has been to 80 and the latency around 95 and that`s when a lot of traffic is in Deshaan.

Went back to an older driver, I had Nvidia 531.18 then I changed to 528.49 because of the stuttering in Necrom tonight around midnight central time. I haven`t tried the game since because i`m tired so I will try tomorrow.

Ever tried to turn off camera smoothing? Think that what it was called, under camera settings. Might help.

I have good news, the drivers I have right now (528.49) is stable. The only slow down is during peak login which is going to happen. I do have the problem of going to desktop from time to time but I think it`s the timer on the sleep mode in windows 10 or the xbox gamebar settings. Tweaked that around and nothing has fixed it. I think that's the driver I was having issues with overall. There is yet another one and I have not done it. I might grab it tonight or tomorrow and test my game again. I haven't noticed it stuttering much but I also haven't been playing as much either.
