Soulcleaver not working?

Is this set working at all? I dont see any difference when using it with Cripple and Strife. It does take my ultimate resources but the dmg doesnt seem to increase.

    I did a bit of testing with the set on and off yesterday after I noticed the tool tip number didn't change and the damage was definitely higher with the set on.

    I tested it as well...debilitate was still not worth slotting. But swallow was doing OK damage. Granted swallow soul is the worse spammable in the game.

    Both abilities alone need to be adjusted IMO.
