Your tooltips show an increase using Wrathful Strikes. You can verify whether the magnitude of that increase is expected as follows:

First, understand that Wrathful Strikes adds to your effective weapon and spell damage for offensive skills. It does not directly improve your tooltip value by the stated amount.

Each offensive skill has a tooltip calculated as the product of a coefficient and the formula (MaxStat/10.5 + MaxDamage), where MaxDamage is the higher of your weapon or spell damage and MaxStat is the higher of your max magicka or max stamina.

For Twisting Path, that formula with its coefficient is:

0.016278 MaxStat + 0.17092 MaxDamage

It has a damage modifier of 3.3% at rank 4.

Wrathful Strikes does not change the whole formula, only the MaxDamage component. That new MaxDamage is multiplied by 0.17092 and then added to your max stat * 0.016278, which is then multiplied again by 1.033 to represent the rank 4 damage modifier (since you have the skill at rank 4).

It is impossible to see your highest max offensive resource and your weapon or spell damage values in those screenshots. If you provide those, it will be possible to tell whether Wrathful Strikes is working as intended.

ETA: Off day for my brain, apparently. Wrathful Strikes adds 205 weapon/spell damage at max (before weapon/spell damage modifiers). That figure is multiplied by 0.17092 (the coefficient for weapon/spell damage for Twisted Path) and then by 1.033 for rank 4. It should add 36.195 to your tooltip before figuring in your weapon/spell damage modifiers or any buffs that increase your damage done by the skill. Your tooltip increased by 43, so between your weapon/spell damage modifiers and your applicable damage buffs, you're getting ~19% extra benefit from Wrathful Strikes than the base.
