Quick-cast Ground Targeting setting not saving.

I want the setting to stay on "On" not "Automatic", but every time I exit the game and relog, it reverts back to automatic. Anyone have an idea why it's doing this? I've checked the usersettings.txt, it's not set to read only. I also tried deleting it and reloading the game, like it says in the support thread I found. I'm not sure which variable in there corresponds to it, is it SET ClampGroundTargetEnabled "1"? If so, should it be 0 or 2?

Thanks for your help! This has been "bugging" me.
