"Tempting Fates" quest... Unable to get bloodstone from Balmora- is it bugged?

Im on US-PC, in the quest I get to the point where I need to "obtain a bloodstone from Balmora" the comversation really goes no where and I am not getting the stone... Am I doing something wrong, or is it bugged?

Taco_Tuesday✭✭Update: it was bugged... I quit and restarted the quest, the first time I didn't have any money. So I pulled it from my bank, then paid him but he never gave up the goods...
Fix: restart quest but have the money on you.0
