Is there a way to download a toon with all their equipment and stats and see what how they would perform with different sets or characteristics...offline?
For instance, I want to see who my Templar performs with Vigor and Hundings, or Order's Wrath....

It is the best tool I know. Its UI has a side panel called "Computed Character Statistics", that shows all character stats as they are calculated by their model. That panel has a stat called "Effective Power", which you can use for comparative assessment of your builds. As far as I know this is the only character build tool on the web with such a detailed model.
It even calculates how high the damage of your abilities is. You can switch buffs On and Off. etc. It is very detailed...No Effort, No Reward?
