i have my main house (grand topal hideaway) listed in the housing tours, it has multiple target dummies, scribing altar, and grandmaster stations (in progress being filled out), as well as almost every antiquity furnishing on display to preview them

it definitely works as an aoe on dummies, and in the screenshot the lightning staff is hitting all of the dummies, where as the fire one only is hitting 1 dummyplays PC/NA

They are trying to reproduce this live in-game on non-dummies to test if this is an issue specific to dummies or appearing on actual enemies as well. When I tested fire on mobs, it hit the mobs (plural), so it was a dummy-only issue then.0 -
