Can the dmg of Snake in the Stars be increased?

Ive noticed that the tooltip dmg of this set can be increased by various means however the actual floating dmg numbers always stay the same.
Is this intended or unintended and is there any way of increasing the actual dmg?

loosej✭✭✭✭✭I noticed (and reported) this as well when the set was just released. The changing tooltip numbers are a bug, oblivion damage shouldn't (and in this case doesn't) get modifiers applied.Consistency: It's only a virtue if you're not a screwup (source: despair.com)0
