Game Freezing on during launch only when mouse is moved

I have been dealing with this issue for a few weeks now and have tried almost everything.
I have fully uninstalled and wiped the game numerous times off my PC. Updated my GPU drivers. Reinstalled my GPU. Used compatibility mode. Launch the game as an administrator. Done the High DPI scaling override. Reduced the game settings as low as possible. And at one point I thought it was a resolution issue so I made the resolution smaller and it still freezes.
Once the game is launched it will go through start up with the Zenimax logo and all but if the mouse is moved at all it will freeze the start up and the game will have to be terminated with Task Manager. If I do not move the mouse at all it will go to the Terms and Conditions seeing as I have just reinstalled the game and the mouse will be gone but the music will still play and the application itself will freeze but audio will not.
At times the application will just go black and there will be no response and on very rare occasions it will freeze and I wont be able to terminate it through Task Manager and I have to restart my PC entirely.
Any help would be appreciated. Community and Zenimax alike.

✭✭I don't know the answer, but some questions that might help ZOS or someone else figure it out:
What mouse do you have?
Is the mouse driver up to date?
Does the mouse work in other games?
Have you tried with another mouse?

FatherTime44Soul ShrivenI use a g600 from logitech. It was working 2 weeks ago and my roommate uses it as well. The mouse is up to date. Yes it works in other games. I did not try another mouse because the mouse does work and I uninstalled all addons.
I just got to the point where I reinstalled windows because every troubleshooting and logical reason just wouldnt work and after I reinstalled windows it launched but now the issue is i cant log in because of the code issue. Never a dull moment.0 -

✭✭Wow, you're really dedicated to playing this game. I draw the line at reinstalling the operating system. In fact, you did more than I would have. I've given up on games in the past (including an MMO) because they stopped working, and trying the usual reasonable things didn't help. There are always other games to play. Anyway, glad you can at least launch now. For the code, you could try logging into your account on the website. Sometimes you can get a code that way, and after entering it, you can log in to the game.0 -

@ZOS_Bill Thanks. But I'm not having this problem. I was just saying that I wouldn't have gone through all that trouble if it was me. Fortunately, I'm able to play ESO no problem.
