The game is unstable anyway. Try to play gank-nb, where after an incap your character starts to blunt for a few seconds and click random skills. The server simply does not have time to process data packets.
This idea makes absolutely no sense. The one who has the best ping will get much more combat advantage than those who play with 100+ ping.
This was exactly one of the reasons for the introduction of cast time for some ults and skills. Because the server could produce a hitch and a "compressed" damage or double cast.
I'm generally against myths. They break the game, forcing you to use them and getting significant benefits from this. It's great if they give something original, like fawn chest. But when it's like a Veloti necklace or a harpooner's kilt, i say NO.

What about skills with hidden cast times? Caltrops, Endless Hail, Power Bash, Dragon Leap, probably some others I can't think of.
