ESO is Quest Journal change a Bug or as Intended?

Hello, Dev's is this a Bug, or did you intend for new Quest's that you start NOT to become your main Quest on your Screen. For Instance, if i am doing the Clockwork Imperfect Daily and decide i want to do a Telvanni Daily instead and I speak to the Telvanni Daily Giver my Quest would always Update to that Quest (Telvanni) and Put the Imperfect Daily in my Quest Journal for later to complete. Now i have to dig through my Quest Journal to find the latest Quest i am about to do. This is very annoying. Was this intended?

    must go to settings then Interface and click on for automatic quest tracking
