I had the exact same problem. I cant really say what fixed it, but what I did was I left that area though the portal back to the room with the pool. I then ran back through the area before the pool before finding a spot and porting to Reapers march (I dont think where to port to matters but who knows? lol)

Then I shut my game off completely for about 10 minutes or so and when I restarted it, I noticed my quest had changed to where I needed to re-gather the tears.

I did that and this time when I jumped in the pool, everything worked. The bridge automatically went down, Ryl and the other NPC were talking and then I was able to fight him and move on.

Again, I cant tell you what made it work, only that it worked.

I had to do similar again when Naryu refused to give me any new talk options when I finished searching Dres camp. I had gotten the pop-up to let me know that I completed the search, but it never updated in the top right corner. It still kept telling me to search the camp as if I hadnt been there yet.

This one was a little different because just porting from the area and shutting game off wasnt enough. I had to go back through the camp and through each tent (because having 'collected' the items already they were no longer visible to me) but the change I made this time was the first time I left I remember jumping over a pile of rocks to leave the camp. This time I instead just walked right out the gate. If that was the problem I couldnt tell you, but it worked.

I suppose if none of this works for you, there is always the option to abandon quest, shut down and restart quest again from beginning. Not the most fun, but still as far as new chapter bugs go, its not the worst weve seen.
