I don’t think I have seen any be rewarded since Necrom fell, I used to get them semi regularly from the tot pve daily.

Did they significantly change the rewards?
Am I just having bad rng?

I've had transmute crystals rewarded since Necrom. Perhaps you've just gotten unlucky.

Transmute crystals and furnishing materials are still in the reward coffers. You must have just hit a bad stretch of RNG.

I think I saw some transmute crystals in a reward coffer the other day, but maybe there are fewer dropping than there used to be. I don't really pay attention to them, since I am full up on them right now and they end up being "destroyed" anyway.

One thing I've noticed since necrom is that the tapestries never seem to drop in the daily reward coffers (for games against the npcs, anyway) anymore, though they had gotten much rarer for me before that. During the first few months after high Isle, I saw the various tapestries in reward coffers, even green ones, pretty often. I don't think that was just my luck, as the prices dropped for tapestry furnishings at the AH. It's been a long while since I've seen even a small one, and I can't remember the last time one of the larger ones dropped for me.

I don't remember seeing a patch note that they were reducing the drop rate for those, however.

The good thing about them that nobody is really forced to participate in if not into the card game they've came up with, which actually is not typical for zos to do. Splitting rewards more-less evenly throughout their content so you have to participate in one to make progress in another field in a sense is way more common one.

It’s just that I don’t like grouping with strangers. So I don’t do dungeons (unless soloing them), so the card game was my only (semi reliable) way of getting transmute crystals.

I generally only play solo as well and also do TOT for the Transmute Crystals. You could look into doing veteran Vateshran Hollows too however, which rewards 5 of them every run. With a bit of practice the Arena might even take you less time than doing the TOT NPC daily now that the AI has been buffed (especially if you use a decent Oaken HA build).

On topic: I haven't done TOT daily since Necrom dropped as I have mostly been leveling my new Arcanist, but it seems I had some bad RNG too. I believe I only got Transmute Crystals as a reward once, while I used to get them more often than not before.

Honestly the most careless way of setting yourself with stones apart from randoms was always Cyro to me, you just need to participate in around 1-2 successful defences in prime time to get the mail at the end of campaign so I did so on all crafters in a day or two and just passively collected rewards, still have a lot leftovers on alts from doing it quite long time ago (used to gear up all 18, not anymore). Also passively repairing keeps with free kits laying around in any guild bank is slower but probably easiest way to get there also, as you don't need much ap for 50 stones, 25k if I remember correctly.

As far as building a stash of transmute goes, this. I don't run random dungeons, and I still have to shake gold geodes off my boots in the morning because of Cyrodiil tier 1 rewards.

So not only am I noticing a lack of transmutation crystals, but are housing material rewards gone as well?

If those are both gone, then at least I don’t have to do these anymore.

No transmute crystals again and the rest of the rewards are pretty mediocre. I used the daily as a nice way of getting additional furniture mats as well and those rewards seem to be scarcer now too.

There is usually a pc patch that hits along side console release, I will try once or twice after that. But with the increased difficulty of the npcs and the poor rewards, I guess my ToT days may be coming to an end.

I am not a fan of pvp either (for many of the same reasons I avoid dungeons with pugs) but maybe that has to be the way forward.
Stones are cheap to buy. I can get a stack of 50 and when I go through them then I know I can leave.

Necrom in general has been a very disappointing patch for me. I know they were not targeting me personally, but it seems to have sucked the joy of eso away from me.

I want to finish the main story, but then I am going to have to reevaluate and possibly explore new gaming options.
