Passive skills on ability bars

The recently released arcanist has a skill called "Tome-Bearer's Inspiration" that provides a passive bonus while slotted on an ability bar. From my understanding, it provides its passive benefit as long as it's slotted, and not only while it's on the active bar.
If that's the case, can we get a similar treatment for other skills that provide passive benefits while slotted ? Skills such as Magelight from the Mages guild, Inferno from the Dragon Knight or Bound Armor/Armaments from the Sorcerer.

✭✭✭Yes, that's indeed the case with this skill.
I also agree to your suggestion in general to expand this system to all classes, although I expect some tinkering with skills would be necessary due to balancing.Never get between a cat and it's candy!

Overland difficulty scaling is desperately needed. 9 years. 6 paid expansions. 24 DLCs. 40 game changing updates including One Tamriel, an overhaul of the game including a permanent CP160 gear cap and ridiculous power creep thereafter. I'm sick and tired of hearing about Cadwell Silver & Gold as a "you think you do but you don't" - tier deflection to any criticism regarding the lack of overland difficulty in the game. I'm bored of dungeons, I'm bored of trials; make a personal difficulty slider for overland. It's not that hard.3 -

✭✭✭✭✭if its providing bonus while just being slotted, regardless if its on active bar, i wonder why the first suggestion was not sorc pets lol
let the pet be active regardless if the skill is on active bar, you just lose the ability to cast the pet skill or resummon if the pet dies and you need to change barsplays PC/NA
