Need ZOS Official confirmation - Does Paid ESO+ unlock High Isle - Blackwood Companion Access?

Have been searching across support for an actual ZOS confirmation with no luck.
I am aware that they are not unlocked on Free ESO+ Trial Events as posted by ZOS on the Event Pages.
But I cannot find any statement that they are not unlocked with full Paid ESO+ subscription and if unlocked whether once earned are they permanent earned Collectibles.

If you are asking whether the Necrom chapter companions are unlocked with ESO Plus, I think the answer will be NO.
If you are asking whether the High Isle and Blackwood companions are unlocked by ESO Plus, without owning said Chapter, and can they still be accessed if ESO Plus ends... I am also interested to know the answer.0 -

Yes, but that is actually Buying the Chapter, not renting it, so I'm still hoping for a ZOS Admin reply.
I don't have another account that doesn't already have High Isle Collection or I would just get ESO+ for a month to verify. Trying to answer others that are asking before they spend more if not available.1 -
