Unfortunately, It's not always fast enough if the other player plays a lot of combos and continues playing even if they could win on that turn.

Just because some people are jerks, it doesn't mean you should become one.
Anyway, in my experience that kind of behaviour is rare enough to keep the penalty in place.

A concede function would be too easily abused to gain rewards, unless you specify that a concede gets no rewards, and then you are just back in the same boat, only now it has an extra, broken and useless oar.
