    Generally no, enchantments are worth more than poisons (poisons disable your enchantment). However, you are free to use poisons if you’d like, especially if you’re making a poison-based build. Maybe for PvP.

    Poisons will still proc if that is your question. They replace enchantments, and their cost can rack up. That is why they aren't used frequently outside of PvP.

    I've a training staff that gets +7% XP boost. Is that an enchantment?

    That is the trait on an item. Enchantments are in addition to traits, made at an enchanting station or found in the world, and can be easily overwritten with other enchants. Existing enchants will appear in the tooltip along with the item trait.

    Double dot (Crown Lethal) poisons are quite popular in PvP. Light attack + Crushing Shock / Force Pulse as your spammable gives you 4 chances in one second to proc a poison on cooldown. On the other hand, if you're using class skills you only get a single chance weaving a light attack. Enchants proc guaranteed on cooldown from a light / heavy / weapon attack. Poisons don't. They only have a proc chance, but are possibly more powerful and can do things that enchants can't. For example Escapist poisons give you CC immunity.
