If it is anything more than flipping a boolean, then I get why patches are complicated and bugs take years. Honestly - this shouldn't count as work. The fact that it won't be done has more to do with prioritsation: in general - management doesn't like an overworked team to look at low hanging fruit (easy bug fixes/enhancements), but eyes on the next shiny new thing.
