It should also exclude NPCs & Pets, unless specifically targeted, as long as real players are around. I don't want either getting priority because they have lower health than players I'm keeping topped off (ground target AOE excepted). As a Templar healer that does a lot of pvp I cant but agree with this.
The healing priority should be like:
- Your target (if not full)
- Yourself (if not full, preferably with a button to force a self cast)
- Lowest team member
- Anyone outside the team.
Healing should also take into account certain debuffs;!
Oddly enough, I've had Templars heal me when I was neither missing any health nor under the effects of a DOT so the "smart" aspect of the system still needs some tweaking, methinks.

They see a Tank being beat on, that tank might be at 60% life, But some guy behind them, Not even in the group...might be at 59% health and not being hit, gets healed.
If you're going to have a Smart Healing system, make it only work on people actually in groups, while leaving things like Ground Target heals for people outside the group.
*First, nothing was designed with consoles in mind. Not a single thing in the game. It was originally planned for PC only release and all these systems were the same back then. So stop saying it people.*
Second, the healing in this game is amazing for the most part. I love love love just about everything about it. Its literally the first time I've ever enjoyed healing in an MMO, because its so much more active. I have to actually fight off mobs, which means some CC and damage are must haves even in a heal spec.
All that said, I do agree that the smart heals could be a little smarter. I'd like to see the following rules built into the heals:
1. Grouped players with missing health always take precedence over non-grouped players
2. Players with missing health always take precedence over NPCs with missing health
3. Player pets with missing health always take precedence over NPCs with missing health
4. Grouped players with missing health always take precedence over player pets with missing health
I'm not sure whether I'd prefer for player pets (grouped or own) or non-grouped players to take precedence though.
