Are you using food? I assume oakensorcs are mag and HA scales like a spammable so use max mag food for some spell damage. Also re-enchant all your body pieces with max magicka and enchant your jewelry (if you can, have them be bloodthirsty) with spell damage. Enchant your staff with something else. Not sure if berserker (more spell/weapon damage), flame, or lightning is the play. Instead of reaving blows use whatever the more HA damage cp is. Should help.

It's just default traits and enchantments, for some reasons people can copy sets and skills, but can't copy enchantments and traits. It happens too often to be coincidence.

I think people just don’t notice or remember or know how to change them. I’ve made plenty of builds and still forget to enchant things sometimes and often am missing some combination of passives, cp, attributes, or mundus. Oops.
A few notes that I think might help.
I know with that setup, and just holding light attack, you should be able to break 70K. That could be your CP level holding that part back a bit. So, it may come with time rather than anything being done wrong.
I'd replace Wall of Elements with Hurricane.
And then, the trick I found to make this work best, and I saw some others mention it elsewhere, is to basically hold down the heavy attack 100% of the time. When your skills fall off, hit the button to activate the skill, but keep the heavy attack held. This will queue the skill up, and the moment the heavy attack ends, and then the moment the skill ends, the heavy attack will reconnect.
Don't queue two skills on the same heavy attack. It is ok if a skill falls off for a second or two, the heavy attacks should be your priority. It is almost the opposite of Light attack weaving. You are essentially skill weaving between heavy attacks.
Matriarch is also a bit of a DPS loss, since it's active skill is healing. I hit 87K on live with that gear set up, Crit surge, and Tormentor. So, definitely stick with Matriarch if it feels comfortable, but it will be a DPS loss since you are unable to activate it for more damage at higher boss health.

-When I was last tweaking my Sorc heavy attack build, I swapped Wall of Storms out for Hurricane and did some parsing. Despite what Deltia said in his video, I absolutely could NOT get off balance to proc with Hurricane. I STILL use hurricane and try to keep as many baddies inside of it's effect as possible to maximize DPS but I also use Wall of Storms and was able to start knocking things off balance again. I changed the trait on my lightning staff to Charged and was even better at knocking things off balance.
-To the OP: it looks like you're using Worms Raiment set. I'd swap that out for something that boosts heavy attacks.
-Make sure you're keeping your finger down on the heavy attack button and while keeping it down, queue an ability about halfway through the heavy attack. Since you're using pets and have it slotted, always prioritize Daedric Prey. Don't renew it TOO soon or you waste the last explosion it does. Wait for it to end and then it should be your number one priority next queued ability.
