Two questions about Veteran content

Even though i haven't reached veteran yet and all i know is what i read here in the forums, i have 2 questions i am curious about:
1) Without going into specifics and without providing spoilers, is there some kind of story explanation about why your character goes to another factions area, doing quests there, or we just have to accept it as it is. I mean those areas belong to enemy factions and it is strange that we just go there and do the same things that characters from other factions do. All i want is to know if there is or there isn't one. I dont want to know what that explanation is
2) Is it possible to get the veteran leves by only playing in Cyrodil, doing PVE quests there and playing against other players?

    1) yes, you do get some story explanation here. I personally don't think it is that strong, but it does kind of work for the purpose.
    2) yes, but some methods are slower than others for sure. Dungeons and Questing seems quite effecient.

    1. You can access other faction areas having finished the main quest line and reached Veteran Rank 1 (level 50): content in the other faction areas is scaled up in difficulty; see the above video for an overview of the veteran system. Is there an explanation for your access to the other areas? There is a limited explanation/story.
    2. Yes, as mentioned in the link above, the developers consider Cyrodiil to be an extension of Veteran content; even though you can access it at level 10. Quoting from the above link: "While you can start PvP at level 10, the repeatable nature of the Alliance War means it is also veteran content. There are many different ways to play ESO, but here's a simple breakdown of the most common ways people will experience Veteran Content."

    In regards to your first question, the answer is yes. There is a story explanation about why your character goes to the other factions area. As I do not wish to give you any spoilers, I will leave it for you to discover.

    I am not certain about the answer to your second question; it may be possible, but I will yield to someone with a better understanding.
