Tentpole System?

What is a tentpole system, exactly? I've never heard this phrasing before. Can someone define it, or is this something specific (a hint?) as to what's coming in ESO?

    Tentpole is a term used to describe something that is more foundational to the overall thing. Think of it like an actual tentpole, a piece that holds up the whole tent.
