Error 318 is applied incorrectly

If the head of the guild or an officer edits the notes of players in the guild quickly enough, then he is disconnected from the server with error 318. This incorrect functioning makes the work of guild leaders difficult, this work is already very difficult due to the primitive interface and the lack of tools for controlling and monitoring the guild. Most likely, the spam function consumes a share of server resources, and the fact that this function controls the change of guild notes harms all parties.
I have sent feedback many times on the incorrect functioning inside the game, but nothing has changed. What needs to be done to make ZOS want to optimize its game?

    I have already received an answer. I'm not sure it's correct to post a screenshot of the letter here... support specialist Benjamin said that unfortunately my problem could not be solved. I myself think that the amount of work to change the сode of the game is impractical due to the fact that such a problem is faced by a fraction of a percent of players, because guild notes are probably edited by less than a hundred people per server. And very few people do it so fast that the spam control algorithm is triggered.
