Is this 15% an actual 15% XP gain buff?
Description is a but vague.

that is correct, however this xp buff only affects KILL experience as in the xp you get from killing stuff (which would also indirectly help level companions faster as they also only get "kill" experience"

but this buff does stack with other sources of xp buffs like the general buffs from scrolls and event buffs

I have another question regarding this...

I am not a PVPer, but after breaking my back trying to get this piece, I have determined that the only way it will truly help me is when I'm in Cyrodiil (a 7% crit chance bonus doesn't make a huge deal to me when I use potions and Green Lotus in PVE anyway).

In Cyrodiil, I don't fight anyone (rarely anyway) and so I go there to repair walls etc. if I want to increase AP so I can buy something. But the AP I'm receiving when wearing it is exactly the same as when I don't.

I know the problem lies with me here and my understanding of how it works. So what am I missing? I have nearly all of Shalidor's library.

the description on the mythic states "10% increase on alliance rank/alliance skill", so it does not actually grant more AP, but works basically like the war tortes

these act like "xp scrolls" for your alliance rank and alliance skill lines (making both "level faster" without actually making you earn more AP)

so for a resource capture with no other bonuses that is 1500 AP, which also translates to 1500 pts of xp for your alliance rank and alliance skill line

if you got the 10% bonus from this mythic, you would still get 1500 AP, but would translate to 1650 pts of xp for your alliance rank and alliance skill line

this bonus also stacks with war tortes, and double AP events

Don't forget it has some really nice crit bonus!

For real, it has more than double crit chance than any item per slot out there (except Kilt iirc, but that requires 10 stacks to always be active)

Actually, the 7% crit chance is better for PvE than PvP! While I think people don't suggest you go over 60% crit chance in PvE, it's so important that you probably want to be over 50%.

I use it for my magplar instead of Harpooner's Wading Kilt (which gives you more damage, but is weaker solo and in certain fights).
