I've done all the quests and achievements tied to ToT, and I still cannot get past the rope in Gonfalon gaming hall and reach the top floor. What's going on up there?

✭✭✭✭✭Only the gaming hall management and custodians are allowed past the rope. Rumors have circulated about wild parties and dark ceremonies being performed up there, but I never get invited to those kinds of things.
