Can't Get To Character Select Screen

PC EU (steam user) here,
I can open the launcher, press play, game opens and the login queue passes without an issue. Then when you get the loading screen before you get to character select menu, it gets stuck and nothing happens. I've tried waiting 15-ish minutes and it didn't help. Is anyone else having a similar issue?
What I can tell is after a few seconds the ESO icon on the bottom right of the loading screen that normally spins when the games loading, stops spinning. Windows doesn't seem to believe ESO is not responding, so its not crashing technically(?) AND last but not least I noticed through the task manager, that ESO stops using the GPU on the moment the load screen ESO icon stops spinning.
I've tried disabling the new background FPS limiter and also disabling Multi-thread Rendering feature, and because I can't get to Character Select to begin with, removing my addons entirely from the folder. And of course the usual restarting windows. None of these ideas have helped.

Re-installing your add-ons may help resolve your loading issue.
To completely remove add-ons from The Elder Scrolls Online:
PC:- Go to the "Elder Scrolls Online" folder in My Documents.
- Open the "live" folder (NA megaserver) or "liveeu" (EU megaserver).
- Remove all files from the "AddOns" folder.
- Remove all files from the "SavedVariables" folder.
- Remove AddOnSettings.txt from the "live" folder.
