put the tool in the "tools quickslot" wheels?

hello there. I have a question, how can I put the tool in the "tools quickslot" wheels? I can drop it in the quickslot, but I don't know how to rotate it to the "tools quickslot".

Press U to go to collections.
Go to tools.
Find the whistle. It’ll default to the tools quickslot wheel. You can press T to change the wheel.

won't. I tried as you wrote, with the letter "T" but nothing happens. I also tried looking at keybinds. Under Utility Wheel I only have Cycle Left and Cycle Right and it works when you select, but not when you want to put something.

Right or left click while holding Q cycles from quickslot to other options.

You can assign tools or other collectibles to their respective dedicated wheels from the collectibles menu (as though you were about to use the item in question normally).
