Heavy attack (Destruction staff info)

I'm lost.. Me and my friends have some questions about heavy attacking with a destruction staff. After the last updates there seems to be no actual clear information about this.
1. What does heavy attack damage scales of?
2. How to increase your heavy attack damage?
3. Why is doing 100 increased damage on your heavy attack more than 100 spell damage?
(You have sets that increase your damage on heavy attacks. But if you compare that amount of damage with spell damage or magicka it's not the same).

RaptorRodeoGod✭✭✭✭✭1) Highest base stats (the higher of your max mag/stam combined with the higher of your max weapon/spell damage)
2) Increase your damage stats, wear sets that boost heavies, Empower, and the light/heavy attack CP node.
3) The heavy attack sets ususally have more damage added to heavies compared to sets that give you raw stats. I.e. the +1500 heavy attack damage from Undaunted Infiltrator adds 1500 damage to your heavies, whereas the +300 spell damage from julianos will only add 300 damage to heavies. Also, for channeled heavy attacks, like lightning and resto staff, the damage is added onto every tick, not distributed evenly across the entire channel.Add a Scribing skill that works like Arcanist beam.

Veteran players have been alienated and disengaged from Overland since One Tamriel, due to the lack of difficulty, and pushed into dungeons and trials; the minority of content in the Elder Scrolls Online. We can't take the repetition anymore, fix Overland engagement for Vet players. I don't even care if it's not combat related anymore, just make Overland engaging again.

Overland difficulty scaling is desperately needed. 10 years. 6 paid expansions. 25 DLCs. 41 game changing updates including One Tamriel, an overhaul of the game including a permanent CP160 gear cap and ridiculous power creep thereafter. I'm sick and tired of hearing about Cadwell Silver & Gold as a "you think you do but you don't" - tier deflection to any criticism regarding the lack of overland difficulty in the game. I'm bored of dungeons, I'm bored of trials; make a personal difficulty slider for overland. Make a self debuff mythic. Literally anything at this point.2 -
