Bleh...I really like playing this in PVE, but my Stamplar WW is dreadful in PVP. Should I just give up for now? Or is there a solid build out there that actually works? Thank you!
Why is it bad? I got into PvP as a werewolf and did pretty good but that was a few patches ago. Now I don’t do it as much for a few reasons but I will try it if things aren’t going well.

Washargo will always be a Werewolf, but sustain is still a major issue.
Once the resources run out, this one dies.
With most one on one fights, Washargo can either win or stalemate 65% of the time.
However, if the fight lasts awhile, usually 3 or 4 more enemies will arrive and this one must run or fall.
It is always best to fight with others, just beware the dreaded Vicious Death and Occult Overload.

Well, what works for this one best as a Werewolf, is one set for sustain and then a good damage set.
Washargo is currently using Wretched Vitality and Spriggans: 5 Heavy, 1 med, 1 light with Oakensoul and 1 Valkyn Skoria.
When wolfed-out, this gives some weapon dmg (around 4.5k), some pen (around 10k), some armor (24k/23k) and around 1400 mag/stam recoveries when Wretched is procced.
With 64 points into stamina, this one tries to keep health at 30k or over by using tri-stat enchants (or health on individual pieces) on armor.
It really comes down to what best works for your playstyle. Once you are comfortable with how you fight with your wolf, (ie slash (bleeds) and speed?, high ac/hp tanky? or more moderate (avg hlth, dmg and pen), you will be able to survive alot better.
Fighting as a wolf takes more work due to the limited skill sets and the very high skill costs, but once you get your unique playstyle down, you can survive better even with bad armor sets.

Werewolf's Roar skill does indeed proc off balance and some sets like Stuhn's Favor will give more pen when damaging off balance enemies. So, many do use Stuhn's as a good damage set.
And this one tried Stuhn's Favor, but found that when fighting in Cyrodiil, enemies have immunity to off ballance/stun (whether by potions or skills) going on most of the time.
With Stuhn's, you only get the full 6k pen when it proc's and only for 10 seconds, leaving you with only 1.4k pen most of the time.
But with Spriggans, this one can have 3.4k pen consistantly, fighting close up or at range.
Washargo just finds Spriggans constant 3k pen more convenient and easier to use.
