Why do we have to close eso with a .bat file?

This is not the case. I had to do a reinstallation of ESO this evening after being unable to login to my account on my primary PC but not on my secondary one. After the installation I began experiencing this problem.
On my primary PC, with the new installation and absolutely no addon's installed it takes approximately 65 seconds for the account login screen to close after selecting quit. This is without entering the game so no changes were made to the settings and again, no addon's are installed.
On my secondary PC there are 156 addon's installed, granted not all are being used all the time, and it takes 2 seconds for the account login screen to close regardless if I have entered the game in full or not.
I made sure to delete the Elder Scrolls Online directory under Documents prior to the installation so everything that is there now was from the fresh installation.
