In early PTS versions of the patch AWA came out Merry Mead Maker was once per account, that was changed in later builds. I suspect the rumor is based on that outdated information. ZOS said all of those collection type stuff should be completable on all of your characters; I can't say for sure if all of them are currently working correctly.
