I think you need to give us a year-long overview on how changes are being processed, but for now going into the final update this year would probably be a good idea to put it out earlier than a week or two before the next PTS. If you keep changing the game every 3 months, you may not have a stable recurring playerbase remaining for being too tight-lipped on progression.
