Where can I find NPCs better than novice level to play ToT with?

so I thought, let's see if there are NPCs in inns in order to play Tot with them. And I visited a couple of inns and guess what, no one seems to even know about this "highly popular" card game there, not one ToT NPC in taverns - I thought this game is meant to make inns more alive as well - so how do I find NPCs above novice level to play with?

Btw Kisha is no longer giving me any list of NPCs to play with, because I chose "can you tell me again about the challenges" - and after she told me again, she will no longer offer me that list. So I have no other NPCs to play with then those NPC novices upstairs, that is very disappointing.

I've seen proficient and expert (may be remembering the wrong name) at the same or nearby tables from the Novice players in the daily locations. Mostly because their hitbox kept triggering when I tried to click the novice player.

Specifically, I remember seeing non Novice at the Solitude tavern and the Skywatch outdoor tavern.

YW! I've noticed the taverns with players have a Tales of Tribute banner outside too, at least the ones I've been to so far.

pk I will look for those, the ones in Solitude are not impressed with me just being rank 3, I have still to play the novice NPC.

Btw. I wondered if the name of the bay "Confalon" is a funny combo of "convict" and "felon" (given the convicts island nearby) or more based on the spanish word for "banner".
