How on earth are the designers unable to see and comprehend the effects of their decisions? I mean... srsly... they make a statement about their intentions. Players literally SHOW them that not only do the changes completely miss the mark, but that the results are making everything worse than before. And they are still pushing it through.
What is that? Pride? Ego?

Around 75% of a Resto staff's total heavy damage lies in the final pulse - the fully-charged heavy attack - with the two channeled tics before it hitting for around 45% the value of a Resto light attack. A medium attack with a Resto would involve allowing 1 tic of the channel to fire before cancelling the attack, so whilst it would be buffed by Empower it would be less damage than simply performing a Resto LA.
I pulled this from my test results & Empower suggestion post on p35 of the combat feedback thread. I won't go into what I was wearing, what I was hitting etc again, because that's not relevant here - sufficed to say it was very basic non-set gear against a normal trial dummy with no buffs or debuffs added like with the Atronach.
I didn't keep the Resto light attack number, but I do recall it being around the 850 damage mark.
Unempowered Resto HA: 390 tic x 2 then 2,346 final hit = 3,126 total
PTS Empowered Resto HA: 703 tic x 2 then 4,223 final hit = 5,629 total
What is true, is that Resto is the most powerful ST HA build weapon by a small margin. However, in literally any fight involving more than one target it's pointless using anything other than a Lightning staff (unless for some reason you specifically don't want to cleave additional mobs).
Even on week 1, the "top parsers" were still hitting 115k+.
It's why we all were here trying to get someone to understand that these changes didn't actually do what they wanted.
