The Magicka Blastbones morph, "Stalking Blastbones" doesn't do what it says after they "fixed" it. It's suppose to get more damage the more time it "chases" its target, but because of a fix to make it leap instead of run, it gets no damage benefit. I think the only time it does is if it gets stunned or needs to run around corners in an environment like PVP. It's very rare so most people consider the morph useless after the changes.

Necro mains, feel free to correct me if I'm wrong.

This is incorrect. The timer starts at cast, so magbones will at minimum get a 10% damage buff over stambones, and in PvP it's very common for it to get a larger buff than that as the enemies will be line of sighting more often. Magbones is the higher damage morph and should be used unless you really want/need the defile from Stambones

Ah thank you. So thats what they meant in their original comments during the PTS where they fixed it when they said something like, it still gets the 10% damage boost at minimum so we're esentially not changing it. Thank you :)

I think it's still a little odd that up to 50% is not used so frequently. I was aware it works better for pvp than pve. It could have a better way of determining that extra damage like time alive or distance from your target when cast, rather than the current design, but at least it's doing something.
