This cp currently doesnt do what the tool tip says. It makes no changes to your pen for every ststus effect you place on targets. Your pen doesn't change at all.

    I am no expert in this. Since it says the penetration scale up with every status effect. That will not be shown on your stats, so have you checked if your actual damage change? And it says status effect so I suppose that is only magic and martial effects and not minor/major debuffs, not sure though.
    Moons and sands shall be your guide and path.

    It seems to be based on the status effects on YOU. Use this CP and go into Cyrodiil. Let people start attacking you but don’t attack back, then go to your character page you can see your penetration increase.

    No it doesnt work on thebllayer woth the cp and status effects. Not written as such either.

    Looking at the wording, it leads me to believe that my tool tip should go up in pen the more status effects i apply to targets. I play a necro and its hard to tell if it goes up or not. It definitely doesnt work woth blast bombs....nothing in game works with them though.

    No, since it is target based, your tooltip will not change. But your penetration against a target with status effects will. Since you could have 2 or more targets with varying numbers of status effects on them, your tooltip could never accurately display a value. A target with 3 effects will have more pen against them than a target with 2 effects, for example.

    This is similar to other sets, like Spell Strategist, that does not effect your tooltips because the applied buff is target dependent.

    As this cp is written it would reason that the user of this cp would have their pen change based on how many targets had status effects on them, similar to how the maarsolak monster helm works in damage with negative effects or thrive in chaos skill.

    But i see how you're understanding it with how i re worded it earlier. They need to write things out more clear to the effects.

    it's bugged, that's why. from the pts patchnotes:

    Force of Nature:
    -Reduced the amount of Armor Penetration this node grants to 660 per status effect, down from 900.
    -Fixed an issue where this node did not properly work with many of the status effects and could lose effectiveness with some status effects, such as Chilled, if the named buff provided from the status effect was overridden by a longer duration version.

    Not sure what you are saying is not true? Plaguebreak and magic bomb do not change your viewable stats or tooltip.

    It do work as maarselok and thrive in chaos, same as maarselok you will not see those changes in your tooltip. But as krym said it seems to be bugged now and do not add any pen to your attacks.
